think about how many people you care about that:
over 60
diabetic
fat
asthma
high blood pressure
heart disease
smoker
any of those ramp up mortality rates significantly - nobody wants to drown in a bed because bacteria filled up their lungs to the point of being unable to breathe

another way to view this is would China that has a long track record not caring about anything that hurts the economy do something that utterly destroys it on a whim?
their economy is already down by 20% and going to go down further - if they thought they could just take some basic precautions and keep the businesses running they sure as hell would have done that
