Folds preflop. You're too short to be taking a flop with SCs. This spot shows why: most of the time you miss, make a weak pair or a mediocre draw, and have no idea where you stand. Here, most likely someone has Ax and I doubt there is a line that will fold out that hand. A huge component of playing draws profitably is leveraging them with FE, and with 16BBs, you're not going to have any.
