My thought process was open 2.2x and given the 3b % of SB, and ICM, fold to his shove, wasn't sure on open 2.2x and facing a 3bai from BB, or even open/shove from CO, which given cEV and ICM, could be better. I think we could shove ~ 28% of hands here, not factoring in ICM. Any thoughts appreciated.

Would be nice to know how often the SB and BB fold to a steal.

Otherwise, your 3 remaining villains essentially never 3bet. Raise 2x (save the 0.2) and fold to a 3bet.

Agree with raise/folding. You definitely don't wanna make a big oversized raise when the players after you are so passive.

Man r/fing a hand this good in a spot where we're voluntarily bending over for the ICM dick can't be good
You can shove if you want, and if the btn/sb had any reasonable 3b stats or tendencies you could start to make a case for r/cing, though that's not a very attractive option.
Definitely don't make it more than 2x. In a 109 you're getting piled on by a LOT of hands you dominate but it doesn't feel great to call it all off so I would just pile this spot

I imagine in theory we should be opening pretty tight in this spot, so going bigger with range seems cool. However since villains look to be more passive M/R is prob bit better since we will probably be attempting to exploit in the future, but I think 2.2-2.5 is cool.

Jamming although profitable seems bad, I doubt its good for overall range or optimal in given line up. R/C or R/F seem whatever, lean toward R/C but one of those spots that is going to be driven by a lot of factors in game.
