Common spot: shove or raise/fold ? Common spot: shove or raise/fold ?

Well, there is a common situation that we face at different stages of tournament, and I personally have a hard time dealing with it.
Like in the example below, we are in late position with 12-18bb and have some playable hand. Let`s suppose blinds are standard TAGs. According to calculator push should be +EV with almost any 2. But I often find myself raise/folding or raise/playing postflop with awkward stack. And sometimes I feel like raising has a higher EV (aganst weaker opponents). Generally speaking the better your opponents are, the less inclined you should be raise/folding in these spots. Am I right?
Also does tournament stage or type (satellite?) affect your decision?

900/fold if BB 3bets, 900/call if SB shoves, this is supposing BB is tight and you have a tight image.

forgot to mention 50 antes, so pot is 1000 pre, which is important imo.
