if he was bluffing he would have bet turn, that is a good card to bluff. He didn't give up on his bluff, then change his mind once the river came and decided to bet, that is just ridiculous.

also, don't flat call 3 bets with pocket pairs OOP with 100bb effective

You mentioned rightly, that villain with 12% raising stat is pretty tight. So you opened UTG and he sees a raiser in first position. Which hands do you think he will come over the top with?

I tend too think a tight player will reraise JJ-AA and AK (might even reraise only AA and KK).

Anyway after the K on the turn came up since pretty 100% percent of his range beats you now. So definetly need to fold river!

You might wanna take a look how your hand does against ranges like the ones mentioned above. A fold here pre as a default play looks pretty good!
