Not sure why all you guys are 100% advocating call pre. UTG has 44.6bb on the table so in all likelihood he's some fish who has no idea about position and we're clearly 3betting for value. That being said it would be pretty convenient if OP included stats on the villain.

Oh...just noticed he said not much history with anyone...if that means "no stats" rather than "no relevant interesting past hands" then I would just call it pre

Not sure I'd fold to the min 4bet.

We're already getting around 4.5/1 direct odds and we have to assume that our implied odds are way better than usual.

It's not good for redline but in a vacuum, I think it's a pretty simple call as long as we're not going to pay him off post flop when we miss.

If it's alright to just call TT, what would be the best play with AA, KK, or QQ.
I'm asking this Q since almost every 3! with these hands ends with the opponent folding pre flop.

There is no best play, it's villain dependent - obviously with AA and KK you wanna be getting as much money in the middle as possible and getting it all in is rarely a mistake (never with AA obv). If your villian is gonna fold almost his entire range to your 3 bet then you may wanna cold call and get some money in post flop...if he's the type to call OOP with all kinda crap then 3 bet.

Think about how you would play QQ with 100BB stacks vs a UTG raise from:

A) a 45/40
B) 5/5
