On the turn what better hands fold? Maybe AJ, KJ but I think far more continue and three way means you have very little fold equity. Despite picking up a pair on the turn your hand got worse and I think we should check call if we think villain can bluff the T. Tl;Dr, you can't semi bluff here (NB I'm no expert just my two cents)

pre- just fold QJ utg

flop- call is fine. But we are mainly calling to hit T so that we can win big pot if someone has a J and makes smaller straight. We may also make best hand by hitting J or Q but in that case the plan will be to keep the pot small and go to showdown cheap.

turn- i agree with tjpoker there is no point in semi bluffing the turn. And if you have a read that villain is loose passive, turn is the perfect opportunity to use the read.you can easily check fold turn and be sure that he is not going to bluff you out in case you have the best hand.
