Unless he called with QJ, flopped a straight, and checked the flop and turn....or if he called with 67dd and called you down on the flop with a gutshot and FD and got there on the turn but waited for the river to get aggressive........I think you have him absolutely crushed here. 99-TT is probably a good chunk of his range considering he limped pre.

I have seen people doing that with a busted flush draw. I wouldn't fold a set here, let alone top set.
