the villain here is unknown, 30/30 over 10 hands. I considered reraising and getting it in on the flop, but opted to just flat to let him keep semibluffing if he has like a K or Q of hearts.

I agree with the flat as that's not a great flop to just shove over him on. I doubt there's any 2-pairs in his range so you fold out his semi-bluffs and bluffs and get called when crushed. The turn is a head scratcher because if had a made hand and was really the scared type why wouldn't he just 3-bet flop? I don't think a call is terrible on the turn, but I think I agree with the readless fold and just move on.
