utg is a bit loosish tag, overcaller is 31/7/0.9 over a couple hundred mostly mined hands,we do not have history, i am 21/18.

He thought a lot before calling turn, an checked river after 5 secs.

if utg 1 is the overcaller 31/7 then get it in, if he has A4 too bad but a guy like that will call with an ace too.

I definitely like betting the flop. You will take it down a ton, have position, great equity when called, and your hand is very concealed. I'd be more prone to check back a flush draw as opposed to the straight draw you have here.

Against this loose passive type, a smaller river bet might be a decent option. It ensures you get looked up by an A and you can safely fold to a raise. Also, and I don't know if this is giving villain too much credit, but nobody really takes this line and shoves the river as a bluff, so it might be tough to get called by worse.
