The SB 3bet stat is 7% over around 150 hands, but he has 3bet me twice in position over the last 2 rounds. This time he 3bet me OOP so I flat call. I check the flop as I don't want to get CR. How would you extract the most out of this hand.

Why would you shove the river? He is not calling with many hands... You have literally the nuts and it seemed like you were trying to bet him off the hand. Value you bet the ef outta this guy with a $3.50 bet and hope he raises his straight/trips/boat. He is folding a straight to that bet most of the time. But he is calling with a boat...He may even fold trips if he is tight.
