MP: $20.20
CO: $33.25
BTN: $9.65
Hero (SB): $25.00
BB: $24.40
UTG: $18.85

Pre Flop: ($0.35) Hero is SB with 8 7
4 folds, Hero raises to $0.75, BB calls $0.50

Flop: ($1.50) A 9 4 (2 players)
Hero checks, BB checks

Turn: ($1.50) 6 (2 players)
Hero checks, BB bets $0.50, Hero calls $0.50

River: ($2.50) T (2 players)
Hero bets $2, BB raises to $4, Hero raises to $12, BB calls $8

I didn't cbet flop because villain was kind of station-y postflop.

Looking back on the hand I suppose a raise on the turn would have been a lot better, and set me up a lot better to get stacks in on the river if I hit.

As played, should I 3bet more? This is a pretty common problem for me in spots like this. I don't want the villain to fold here so I don't want to bet too much, but obviously I want to get as much in as possible. Should I just go ahead and shove over his raise, assuming that he folds his air and calls with anything he was raising for value?

Is villain a fish?

I don't mind going for check/fold on flop OOP. I think delayed c-betting this turn is much better than check calling. Also bet/shoving the river is the best value line.

Shove over his raise.

A min raise on the river looks very strong, and if you shove you are actually representing pretty much only sets and the exact hand you have. If villain is a thinking player he may think that your line looks FOS and look you up slightly light- although he may have a 2 pair hand or something that he can't fold if he is not thinking. So I would just shove over his min raise here.
