Raise larger OTF, MUCH larger OTT - that makes the river super easy to play and you would be able to value jam with only a couple of $ vs a rather decent sized calling range (Jx, two pairs, worse sets (though unlikely))
By betting that small, you are giving him pretty odds to continue. He also will rightfully think you will stick your remaining stack in even if his draw hits.
So your allowing him to make a good call. If you had say, potted the turn... villain doesn't have the odds to call and thus would be making a -Ev play (and you +Ev).
Villain is loose and what looks like bad. He will be calling with a draw no matter the price and therefore, value bet as much as he is willing to call OTT.

as played xr is ok but sizing is really bad both otf and ott. we are losing a lot of value here
