People who NEVER call above a certain dollar amount. Use to my advantage?

In the 1/2 NL game I play, I generally do standard raises based on the pot.
Like 50% or 70% of the pot. Typically, people buy in for $200 give or take $100.
I have noticed that many players have a ceiling they really will not call past unless they have the nuts (vs. a drawing hand). Even if they are getting cheap as hell odds. Like $1000 pot. Raise $100. They won't call, b/c they are not look at it as 10% of the pot, but as the absolute nominal amount of $100 (which is a lot for a hand, when you buy in for $200 total)
So, I see a hole in some players calculating pot odds and getting scared off by a large raise, regardless of what's already in the pot.
How do I use this to my advantage?
Just raise big when I want them off the hand?
And, give them stupid low odds when I really want them to call? (I have the nuts and they will not call $100, but they will call $50)
Has anyone seen this behavior in small stakes 1/2 NL live games?
