this is an automatic 3bet preflop to at least 1.20, getting it in on any flop that isn't AKx given stacks.

Reraise pre-flop. Something like $1.25 or so. Call a shove. If he calls get it in on almost any flop.

to a 50NL/100NL player his 4 dollar stack is like... whatever.
Seeing a flop and expending brainpower on such a pittance seems a waste of time.
plus he'll still call with worse, so pushing can be tempting. I'm definitely guilty of doing this at 25NL from time to time. The obv downside is that it folds out a lot of hands he will go broke with if he sees a flop.

I just don't think he folds any pair or AT+ if you shove. Maybe even get looked up by like KJ. Plus any decent 3bet size and you are basically committed to jamming the flop due to stack sizes (or c/cing). After his raise he has like 37bb's. Just stick it in pre. Obv don't shove into a full stack, prob not a half stack either but this size just get it in. I see no compelling reason to do anything else.

Reraise preflop. Your goal is to make the hand easy to play for you, and difficult for your opponents.

If he calls a reraise, you can safely commit with his small stack.
