Button calls $0.25, Hero raises to $2, Button raises to $6, Hero ?

I have no reads except that he is a halfstack and has no avatar on stars (so the first consideration is fish until proven otherwise). What's my play with these hands? I think I would ship AQ, 99 but it gets thin with AJ, 88. What does his l/rr mean? Is it a monster, a pure bluff or a weak hand that he raises for value (like A4s, 44)?

I've seen limp/shove with half stacks that was a monster. But limp/reraise doesn't necessarily mean a monster. He can have just a hand like 77 or AT.
