No HUD today and I'm fairly new to the table. I don't have a clear read on either of these guys yet, but UTG has limped or called raises a few times already.

UTG checks, Hero bets $4.50, BTN raises to $11.70, UTG calls $11.70, Hero calls $7.20

I figure I'm priced in here, but one of these guys has to have a 7.

Turn: ($43.35) 2 (3 players)
UTG checks, Hero checks, BTN checks

River: ($43.35) T (3 players)
UTG bets $21, Hero folds

Going with my read, I doubt my T is good.

Is this totally standard, or should I consider folding flop?

I usually limp preflop here if someone before me has limped as well. If everyone before me folds, I sometimes raise here and sometimes fold depending on a bunch of table dynamics.

With a paired flop and a non-nut flush draw, I probably just fold to the flop raise.

Yeah, unless you think UTG is playing really loose I'd just over-limp preflop. As played I'm not entirely sure about flop raise but I'd probably fold, I think you're looking at some pretty hefty reverse implied odds.

I would fold > shove > call. If you feel the villain is capable raising w/o a 7x then you have some FE w/ a shove and possibly some overs vs a small portion of his calling range (33-88 or something if hes bad).

I lean more towards a fold because I don't like the FE and we could be drawing dead bc of paired board.

Don't over limp this w/ only one limper

isolate the limper. puts pressure on him to make a hand and when he doesnt we win the pot, in most instances unless this guy will call you down with like A hi no draw type stuff. and we have position. anyway, preflop is very good, flop is definitely a bet/fold, maybe even a c/f

I think it is also very possible that one of these guys has a FD also but its probably a higher FD. So Hero could quite possibly be drawing quite dead on the flop.
