Villain was somewhat loose/passive. My first instinct was that he could only have JT here.
As goes for calling to hit full house we find out:

EV[Call] = .09(45+11.75+9)-.9(9)

EV[Call] = .09(65)-.9(9)

EV[Call] = 5.85 - 8.1 = -2.25

EV[Call] = -$2,25

(This is without mentioning the rake.)
So we can't call if he has JT. The question is: Could he have another hand?

Stacks:
UTG ($74.27)
CO ($50.63)
Hero ($49.25)
SB ($48.20)
BB ($50.23)

Pre-flop: ($0.75, 5 players) Hero is BTN Q K
1 fold, CO raises to $2, Hero calls $2, 2 folds

Flop: 3 9 Q ($4.75, 2 players)
CO bets $3.50, Hero calls $3.50

Turn: K ($11.75, 2 players)
CO checks, Hero bets $9, CO raises to $18, $9 to Hero ($34.75)?

he could also have 9Q, 33, 99, QQ(meh), and KQ, KK, AA
id love to put AK/KT in there but mr is loose and passive, so i cant.

Also, because he is passive i dont like to put him on AQ cuz his turn play really does not make sense.

so yeah......passive players huh - does he play this aggro with TP? not really cuz we dont put him on AK, tell ourselves hes passive, and expect him to bet this flop right?
sooooo the only play that makes sense imo is a hand that was made on the flop and the turn does not scare at all - hes getting value out of you.

hes never bluffing there+ i dont put him on KQ as much as 33,99, AA, KK , JT so yeah tough fold but the move that makes the most sense in that situation.

Wow tough spot. I don't know what to say but I know what I would do and that is call the minraise, fill up on the river and call his shove.

I think you have to call this raise and see what he does on the river since I've seen players make this type of play with Kx because maybe he puts you on a Q? I would probably end up calling a lot of rivers because of pot odds. If he checks on a blank river, we can shove.
