i would raise turn; as played you probably read his small river bet as a blocker/weakness, but by raising here you're turning your hand into a bluff. He's not calling overpairs anymore at this point, and you're representing a very narrow range on the river, basically only 88, so I doubt he's folding sets either.

I think a turn raise is stronger than flop raise. Most nits/tags have heard of baluga... If villain has a big pocket pair, he will consider that we could have an over pair as well, under him.

since air is check folding the turn, I let you figure out the way to maximize versus the second one while the board can easily turn gross on the turn/river (as it did)

River raise seems like spew. Your range is full of 8's the way you played the hand. I don't see how he pays you off here. Raise the flop (or at least the turn) where you could still be drawing, raising his c-bet light, etc.
