I think the point being made is that IF he calls, he calls regardless of bet size (within reason). These sort of draw heavy flop textures lead to very inelastic calling ranges from villains, so we should bet bigger for more value. If he folds to our bet, then there was no value to be had anyways regardless of whether we made it half pot or full pot.

How so? All three cases are exactly the same if we bet bigger rather than smaller. It doesn't matter in this instance. Sure there are times we have to make smaller bets but this isn't one of them.
