I'd bet $3 on the turn imo and shove the river. No point balancing a spot like this. He could easily have a hand like KK, QQ and JJ with a club.

that is a horrible flop for you... shove preflop or min 4bet is my play... an 11/8 does not 3bet fold in that spot almost ever & not with that sizing either
