Mp has been sitting for ten hands (20/0/0) hasnt proven to be outlandish.

Player on the BTN is a LAG 3 betting and squeezing at every opportunity. I dont love calling in this scenario and thought a 3bet bluff may be appropriate. Probably should just be a fold vs an open raise from such a passive player.

Opps range without a lot of info would likely be 99-JJ, maybe QQ, AQ, AJ, Maybe some other suited Aces This range hits my range a lot but I dont feel like building a pot is necessary as any Ace is likely to call and there probably isnt a lot of value in the underpairs

Underpairs and his aces bet here. I have showdown value so folding to a half pot bet without a lot of reads feels premature. Call and reevaluate river feels appropriate.

His underpairs missed but his Aces that arent AK and AQ wouldnt be checking, sets would be betting for value. His underpairs may have given up but I give him enough weak aces to justify turning my Q into a bluff

Is my river sizing too small? I was targeting exactly ace Jack but thought a pot sized bet as played would look more like a bluff than a more "value" sizing.

Fold preflop, QJo is not strong enough to 3bet vs MP open. Preflop charts are easily available and studying them is the most useful thing you can do when starting to learn the game.
On the river you have a little bit of showdown value and it will be hard to make him fold a better hand except maybe KQ, I would just check behind.

Fold preflop. Possibly 3bet against a fish with a high VPIP/PFR.

We have SDV on the river, so I wouldn't turn our hand into a bluff.

Against a fish, I would consider a thin value bet, but Axx boards are not very suitable for this.

The best thing you can do on 2NL is stick to basic preflop ranges and really follow them.

People really underestimate the impact on rake on all micro stakes (usually anything below 100NL), since the rake is absolutely insane on most sites, and this would be a fold pre even with 500NL rake. So yeah, just folding preflop makes the most sense.

As far as postflop goes, instead of putting people on an exact range you should instead think about how does your range interact with the board and decide based on that. The reason why is that more often than not, you will misrange your opponent because other people do not play like you preflop. This can lead you to believe his range does/doesnt contain certain hands, and if you make your decision based on that, you will make a lot of mistakes IMO. This also largely applies to postflop.

Just range bet the flop, check turn and go to showdown or fold river to a lead.

As played on the flop, call turn and go to showdown.
