villian is 13/10 over 500hands and is a decent winner according to stats
so im like **** it, he is probably only setmining by calling preflop and i fold his big bet on the turn. am I wrong?

13/10 isn't calling only with pocket pairs, he could easily have AJ+ there, I raise the flop.

and I agree raise the flop and if your called and checked too on turn and your still scared of a set becauase he's a winning NIT then go for pot control and check behind. but on this board if you raise'em on the flop and he 3bets you then you can begin to narrow down his range.

dont fold either, calldown unless he checks , then proceed to valuebet.

turn raise is an awful idea, unless he has seen you semi-bluffing turns a winning 13/10 folds every hand you beat.

11bb and 2/3 pot is not a big bet. Folding is beyond awful here.
