Villain is a 52/7 drooler, looking for a general line check, betting flop for value, prob should of bet turn right? As played we are thinly value betting this river?

what is villains aggr factor? If he is passive I would bet/fold the turn for value, and also bet/fold the river. If he is aggressive, then I would probably still bet/fold the turn (using the K as a scare card) and check/call the river

I think pre is a little weird. I can understand a 3-bet iso-raise but against an utg raiser, even a big fish, I'm not sure if its a good play with 99. Its not really a big deal though. Your 3-bet sizing is good though.

Flop value-bet is perfectly standard against a fish. Turn card is actually kind of bad since it kills our action against worse hands, against a true loose-passive I think checking the turn is probably fine since he rarely turns a worse hand into a bluff on the turn, so I don't really ever expect to be bluffed. River is a good value bet, but I'd be b/f since 8x is probably in his range.

vs this guy I probably make it like .90 or a dollar pre and call his shove, and not folding very many flops

as played, i think you played it fine after the flop, just bet more on the river.
