Villain raises every button and c-bets every single flop. He won't fold to donk bets (I tried). He double barrels 60% of the time.
I tried 3-betting him more but he folded just 37% of the time and folded to only about half of my c-bets in 3-bet pots.
He's also liable to ship it in fairly light in 3-bet pots.

What general adjustments should I be making vs. a villain like this? I found it difficult to play OOP against him. A couple of times I caught top or 2nd pair and check-called him for two streets, but most of the time when I bricked it was like I had no chance to win the pot. I tried check-raising but he just called or 3-bet me.
