Ran this hand through the solver, villain basically shouldn't be raising ever on the flop. Is this just a WTF fold? Can I even fold against the flop raise?

I would be folding to the flop raise without any specific reads.

I would lean toward folding flop too. You will have the best hand sometimes, but very few outs when you are behind.

For villain though, doesn't it not make much sense to play their value hands this way? They are in position and can still easily get the money in by the river if they just call. This is why I called flop---it felt like a poorly thought through bluff, but I'm not sure if this makes sense.

Yeah I think what you are saying makes sense, and could definitely be the case. I just personally feel lost on the turn when facing another big bet, and generally feel it is hard to play these hands OOP. So, calling probably isn't terrible against villain's range as their range includes bluffs, but given how hard the rest of the hand is going to be (unless you turn trips) I just lean towards folding.
