Both villains are unknown, they both literally just sat down to the table.

Poker Stars $0.10/$0.25 No Limit Hold'em - 6 players
The Official 2+2 Hand Converter Powered By DeucesCracked.com

CO: $17.50
Hero (BTN): $25.00
SB: $23.25
BB: $12.00
UTG: $25.00
MP: $16.75

Pre Flop: ($0.35) Hero is BTN with 3 3
UTG raises to $0.75, 1 fold, CO calls $0.75, Hero calls $0.75, SB calls $0.65, BB calls $0.50

Flop: ($3.75) 3 7 J (5 players)
SB checks, BB bets $1.25, UTG folds, CO raises to $3.75, Hero does what?

No clue what to do here. Feedback welcome. Can I call vs. two unknowns? Can I shove? Note BB and CO have small/medium stacks.

Given stack sizes, it's definitely an insta-shove.

Raise to like $9 if you wanna be pretty, but I'd try to get it in here as often as I thought possible.

You must raise though as a 4th club kills your action unless you're crushed.

Shove but expect to lose 50% of the time if anyone calls you. The money you are making with the shove is mostly coming from the times when both players fold and you pick up what is already in the pot.

No exactly what i said. When you add in the money from the folds and the fact you win 50% of the time when they call it is a very +EV move. What you don't want to do is be results oriented and think you made a bad move because a large portion of the time you end up losing when they actually do call. It is still +EV but it is one of those situations that is very easy to second guess if they 'have it' a few times in a row.

You honestly think that people call while behind in equity to bottom set on that board more than 50% of the time? I strongly doubt that.

oops i misread your post, thought you said "expect to lose 50% of the time." as in 'They're only going to call when they're ahead of you, but the dead money we pick up when they fold 50% of the time is worth it.' which is completely different from what you were saying
