Well, it's okay until you get to the river. The river shove is disastrous, he could easily have an ace, or put you on an ace, so very few worse hands call here. Or he just possibly could have had a three all along. 20/3 players don't typically stack off as lightly as you might think.
I would check the river, and perhaps fold if he bets, he seems quite passive so he's not that likely to bluff (although in today's games it's tough to tell).
I can see what you are thinking though and I am kinda on-board, but I think the key is that he doesn't think 'hey, this looks like a bluff, maybe my 77 is still good." He just compares his 77 to the board, which by the river looks pretty disastrous for him, so I don't think you'll induce that kind of bluff catch often. Conversely, you will far more often be called by better, which can include AA-QQ as well from a 20/3 mind you, so you are 50/50-ish vs his pair range really and a big dog to his call river range.
I c/f river, I dont think he is betting worse.
edit: With his stack size and on this flop and turn by the way I think you should pot/pot, making the shove more trivial.
