I doubt sb is calling with at least a King which he would prob call a shove with anyway and utg isnt folding so I would shove.

Edit:Plus I just notice sb is a shortie which makes a flat call even less likely.

Tank call. Shoving is probably going to get SB out, we're stacking UTG on the turn anyway.

he has an 8$ stack at 25nl...what he could do would never stop surprising you.

haven't you ever seen a villain c/r a river a fold with 2$ left in their stack?

i think i did the math right that would leave about 12$ in the pot on the turn with roughly 20$ effective stacks. you would want to bet something that makes him almost have to call a river shove with a stack/pot ratio. bet around 8$. you could even tank/shove i doubt he's folding a K. maybe though. i'd rather go with the 3/4 bet/shove river line. probably getting more value there.
