Pre-flop should be bigger. 3x is a standard bet size, but you add 1 for the limper and 1 for being OOP. I would have made it 5x. 3/4 pot on the flop is fine, make them pay for the JT draws and weaker pairs. However since this guy is a passive fish/call station I would have made it full pot. I would have made it full pot on the turn as well and shoved the river. If he showed up with a JT, an 8 or 33 meh. Chalk it up to bad luck and get him on another hand. FWI he would called with any 9 any 7, or any pocket pair. Thats alot of equity you pissed away by folding.

Bet sizing is a bit messed up.

Bigger pre, flop is fine, turn a bit bigger and river smaller. It doesn't make sense to bomb river after you bet 1/2 PSB on the previous street.
