Cutoff is 30/28 over 20 hands, but don't know much about him. Is this a good spot to reraise on the flop ?

Fold, you don't have enough outs to get it in here.

Problem is villain had the option to simply see the turn for cheap in position on that flop and he still decided to raise. Any hand that he decides to raise this flop on, in position, he's going all the way with it almost always and against the likely hands that want to raise you when IP you're pretty much crushed by all of them.

QTs is fine to open pre imo, as played there is not that much you can to except fold.
