also it depends on too many factors, can't give you any advice really. if you have no other information i'd base it on the typical players at your level (assume reg if 100bb stack, assume recreational if <100bb stack) and timing.

i will say c/r a wet flop like that three handed is usually going to be an indication villain perceives his hand to be strong (or is on a draw).

Generally speaking, 3betting this flop without a draw (or nuts) is bad.

If we 3bet and get shoved he either has a monster or a draw (some of which are monsters) and we are at best flipping. It also folds out his air.

Best play is to flat and see a turn card.

no offense man but you're really leading him in the wrong direction by telling him flatting is the best play here when the real answer is that nobody can tell him what the best play is. he has to decide for himself. the most important info isn't present in the hand. so i really don't think you can say "best play is to flat and see a turn card."

eff stacks are 100bb
utg open raised, i flat and sb also flats.

I percieved he is chk raise to be super strong here 3 way on this board. i felt with out enough info lack of reads that 3 betting the flop was utter spew.

I also felt that flatting the flop chk raise was pretty meh as i think he fires so many turn cards.i couldnt think of many turn cards in the deck he would check to me on the turn if i flat.Overall i thought dumping my hand on the flop was the best play without more info.

i also think i sumwat turn my hand face up by calling flop chk raise and villian will percieve me having the exact type of hand that i hold.I really think his range consists of made hands, sets possibly a hand like qq and monster draws,and of course a small part of air.

No offence taken lol. If UTG open raised I'm not sure I like preflop... The worst A I think we can say an "unknown" will open UTG can't be much worse than ATs...

I'd say we either 3 bet bluff pre or fold unless we know UTG is loose enough that we dominate some of his open range.
