Gotta raise this flop. Can't raise because of the caller? You are way over looking into things and misapplying rules of thumb. It's a min bet for like 1/10th the pot and a 92% vpip fish called the bet. Treat this as if it got checked through and put a real bet in to get value from the fish. If you get shoved on after a serious bet, pretty safe fold I think.

Based on how the hand played out it looks like you gave a free chase to a flush draw and have to fold.
