In the first hand, his 3bet is 32 percent? Over how many hands? Is he always aggro in 3bet pots?

Definitely might be a call, that board is quite drawy and the Q is a decent scare card.

I like a turn raise in the second hand for sure.

If he's station then you don't want to raise turn.

He's clearly a fish so raising turn looks awful.

On a more serious note, if he 3bets 32% limp or fold hands that doesnt play well against that type of range. Like your 87ss/69o(yeah he min3bet you the second one so its fine to call though) You will be blocked v often against q7o/k8o etc and you really dont have to worry about board coverage against such a agressive fish.

Just play straight forward and value town him all day. You shouldnt minraise open such a wide range that includes 96o against a high freq 3bettor, save that strat for regs and/or weak nits that overfolds like monkeys) and exploit this guy instead by opening something along the lines of 65% , otherwise rake will butcher you, and esp if you keep calling thrash.
