Just looking for advice on how to extract value with a set in terms of aggression, re-raising, etc,. I would especially like advice on what to do on the turn in response to villain's tiny bet.

Full Tilt, $0.02/$0.05 No Limit Hold'em Cash, 6 Players
Poker Tools Powered By Holdem Manager - The Ultimate Poker Software Suite. View Hand #8115152

    Hero (UTG): $4.59 (91.8 bb)
    MP: $2.56 (51.2 bb)
    CO: $1.45 (29 bb)
    BTN: $5.81 (116.2 bb)
    SB: $4.03 (80.6 bb)
    BB: $5.63 (112.6 bb)

Preflop: Hero is UTG with 9 9
Hero raises to $0.15, MP folds, CO calls $0.15, 2 folds, BB calls $0.10

    Flop: ($0.47) K 9 4 (3 players)
BB bets $0.25, Hero calls $0.25, CO raises to $1.30 and is all-in, BB calls $1.05, Hero calls $1.05

    Turn: ($4.37) 7 (3 players, 1 is all-in)
BB bets $0.25, Hero raises to $0.50, BB calls $0.25

    River: ($5.37) Q (3 players, 1 is all-in)
BB bets $0.25, Hero raises to $2.64 and is all-in, BB calls $2.39

As far as extracting value that is dependent on who your playing against. I would shove the flop here. As played treat the turn minbet as a check and bet a normal amount.
Also, buy in full and post any stats or reads you have, and don't post hand results.

Your minraise on the turn made me LOL hard. Get it all in FFS man.

Don't you think that looks too strong? Smooth-call and shove over AI plus call? Screams set to me.

Your at 5nl; yeah it screams strength, but they'll call anyways.

Buy in full. You lost value here before the hand ever started.

You're the second person to say that in this thread. Do you mean I should auto re-buy for 100 bbs after every hand?

    Shoving flop is fine.

If not dont minraise turn, raise more or shove (in this case im shoving turn).

To be fair there really isn't a line you can take at that point that doesn't scream set. You've gotten tons of value already and any thinking player knows you're strong.

As for the hand, I wouldn't minraise the turn. You can shove and he'll probably call. The way he's playing his hand is typical of a draw, but there's pretty much no draws he can have at this point. If there were a couple draws on this turn I'd shove since he'll always call with them. With the board this dry I might raise to like $1 and get the rest in on the river to help ensure the money goes in. The only risk there is if he has a hand like KT and can find a fold on the river if an Ace comes. But I figure if the pot is almost $7 he'll call another $1 on the river.

wtf @ minraising turn, just flat turn and jam any river.

With minraising turn you basically tell him that you have the nizzles. Not that he would get the message, but still.
