Villains turn bet looks weak or then he has J9 or weak T. But this villain could be scary money because he minraises flop and bets weak on turn. So his bet sizing won't probably tell us much what he has.

River: No draw hit so villain might have T or JJ here. If hero raises that big villain probably won't call with JJ or T. Hero could just call behind or minraise to get value from weaker hand.

without any reads or stats or previous hands, it becomes rather hard to put him on a range.
without those I'd go for the following range:

44, TT, 88, JJ, JT, J9, AT, KT, QT, 9T.

I don't think you can shove for value on the river (only 2 hands that you beat may call you on the river), which is why I lean towards a raise on the turn to prevent him drawing that cheaply (classic bet/call flop, check/raise turn) and to get value from the weaker hands.

Without any reads or stats, this hand plays out a lot harder than it should.

I would 3bet the flop/get the money in vs a fishy player. This hand turns out to be very hard to play with your flop line. On the river I need more reads to be shoving here for value but I definitely don't hate it.
