This is rarely a bluff and you have no fold equity. I'm sure someone will stove it, but I think you're on the losing end of a flip at best. You have $7 invested and it's another $22 to call and you could very well be dominated by JJ//10's/5's (30% dog on J10) and AA/KK although unlikely.

you don't think a 19/11 raises TT/JJ from UTG? basically the only hand I am afraid of there is 55 or JTs?

45 hands is a small sample to be putting people on hand ranges.

Regardless, as I said, you're hoping to be on the losing end of a flip at best. His line looks mad strong and plus you have no fold equity. And even if he is bluffing, he still might be ahead of you -.- If you have odds to win the flip then a call is good I guess.

I dislike the shove, you're drawing to 8 maybe 11 outs and he raises 6 dollars into 21, just take the essentially free card he's giving you, The ace might be a bad card that doesn't pay off, but the 9 almost certainly will.
