Villain is playing 21/18/2.4 over a small amount of hands and aggressively, I have reraised him a standard amount of times preflop, and likewise, haven't seen anything crazy from him yet.

Maybe your small bet size confused him into thinking his made straight or set is good. Because really, what person with a flopped flush bets 1/2 the pot on the turn (unless it was the nuts) pricing in other flush draws? If anything, it looks like you have a busted draw. I call - you're getting better than 2 to 1.
