How much do we raise on river to still get a small flush to call? Villain might be a fish but I don't see him calling if we bomb it

Hard to tell w/o more information.
Don't check/raise, just bet the river about 3/4 pot, if you go for value.
With a weak flush they will often just check back, and when you x/r it's pretty obvious you do have the nuts.

I would also rather x/c the turn than cbet.

Mind explaining why? My tought process was by cbetting the turn we can rep a J better on the river if the flush misses.

If we check call and then the river is a non-club what is our plan? Lead out? I don't see villain folding a lot in this situation.

I'm assuming he is a typical loose passive fish based on the 1bb bet.
After calling the flop raise He must be connected, usually has either a draw or a pair+. Assuming that, I don't see him folding much to a turn cbet, and if we miss the river completely I don't bluff a fish with that wide of a range w/ air. So i rather x/c his 1bb bet and see if i connect on river. Taking a safer route.
You saying you are repping a J, these types of players don't think at level 2 usually.
Maybe I'm too passive, but my small hand - small pot, big hand - big pot playstyle against these loose passive players is quite successful at 2NL.
Sometimes it's really hard to put them on a hand when they have a huge vpip, not that this villain has one, but based on dem 1bb bets, We could assume most likely does.
