I'd actually like commentary on my line before I filled up too. No reads, it was his 3rd hand at the table. I tend to go for the CR when I'm out of position with a medium strength hand. I feel like a lot of hands will fold that I beat, but I feel like if I just donk, I'm goin to get raised by a lot of hands I beat and fold the best hand or call with no idea where I'm at.

If he had raised on the flop, I fold easy, but when he just calls I'm not sure what to do on the turn. I put him on AK,AQ,KQ type hands or big pairs that have me crushed, so I decide to get it all in. Should I have just led the turn?

PF: 10/10.
Flop: I like your reasoning for this play, except that BTN will call your c/r with the nuts because raising a c/r is spew (there is a theorem about raising a c/r = bluff). So I don't know if he has your range beat?? OP should compute this in pokerstove, imo (your 99 vs what you think his range is).
Then I can evaluate the turn.

Here's two ranges one looser and one tighter:

Looser I gave him any pocket pair 6 or higher, plus some aces since this is 2NL

equity win tie pots won pots tied
Hand 0: 36.384% 35.94% 00.44% 1803 22.00 { 88+, 66, A6s+, ATo+ }
Hand 1: 63.616% 63.18% 00.44% 3169 22.00 { 9d9h }

Tighter: Just bigger Aces and pairs, if I pull AJs out it gets just about even

equity win tie pots won pots tied
Hand 0: 46.322% 45.66% 00.66% 1527 22.00 { 88+, 66, AJs+, AQo+ }
Hand 1: 53.678% 53.02% 00.66% 1773 22.00 { 9d9h }

So it looks like if my ranges are good, then getting it in is right, so my question is are these good ranges for an unknown?

I like your flop check raise. However I would just open ship the turn as the 7 is the best card in the deck imo. Don't give him a chance to hit his ace on the river by checking the turn, get it in when you are good.
