Villain is 23/0 over about 25 hands. Ok to shove this turn...does villain show anything but the nuts or should I have called and seen a cheaper river? Should I have raised pre or is completing ok? All suggestions welcome. Line check please.

Pre:

Call is OK but I might even raise here cause villains looks like a passive player might might make it relatively easy to take down the pot on the flop or turn.

Flop:

Since this flop hit villains limping range pretty hard and also because it seems that villain is not that aggressive I would give villains minraise a lot of strength so calling is fine.

Turn:

We make our straight and 67 is pretty much the only hand that we are afraid of (I dont think 63 is in his range here) and even vs. this hand we have between 7-9 outs so getting it in is an option. I have definitely seen villains making these kind of plays/moves with a set. But you definitely want to lead out cause you dont want him to check behind Th9h or 87... .

Is it really better to lead the turn rather than check raise? I mean he raised my flop bet and the turn was a meaningless 2, so it's a pretty good assumption he will bet the turn, no? Or are flush and straight draws going to routinely check it through in this spot? I wanted him to committ a little more so when I raised it was more difficult for him to fold. That's why I went for a check raise on the turn.
