Agreed. I would 3bet pre most of the time to isolate this fish guy in position. Raising flop is kind of sketchy because there's really not many worse hands in his range that are going to continue aside from over cards or something, but at the same time he's going to be unable to fold a lot of his 77-TT hands to aggression.
