Villain is fairly fishy, 27/5/1.0 over 600 hands. FtCB 32%, WtSD 32%.

Pretty bad flop to cbet, especially considering he peels pretty light. It's drawy and hits his cc range so I planned to just c/f this flop.

Once he checks flop, I take sets out of his range, given flop texture, so I make a delayed cbet here to take him off random PPs, a 4 and maybe an 8. I think this was pretty bad since the 2 is such a crap card to do this on...

River, I now have him on an 8 or 9, TT-JJ or a busted draw (which may also have paired up) so I bet kinda small to take him off any of these (K was a great riv card). Thoughts?

really don't like your logic of why you bet the turn as i doubt he's folding any pair here, river is okay i guess

I don't see him folding anything out. I check and expect him to check behind.
