Villain was passive,limped a lot of his buttons,didn't cbet much.I can't decide what's best on the turn.

if he's a nit and you think he's ahead, you fold. because you can't call turn and fold river. i don't expect him to check river very often + there will be many bad river cards...

if you think there's a good chance he may also do that with TP or draws/combo draws (there aren't worse 2 pairs), call turn,
and bet/fold river small to fix your price. a passive villain won't reraise river with a worse hand.
the chance of him already having a flush or better 2 pairs is still fairly high, i don't see any value in c/c river, because a passive player would rarely bluff his missed draws and would bet big with a monster.
