I believe we still have great equity (he can have worse 2pairs/single pairs, more so than Kx/backdoor flushes). It's possible he can bet worse vs. a check and then we obviously make a mistake by folding. Most of the time a passive fish will check back a lot of hands that would call a bet, and then we're missing a lot of value.

By just betting small and folding to a raise we can be sure we're never ahead of his range when he raises and still get good value (guy that seems a passive fish shouldn't have a raising range on the river with hands we beat)
