Am I ever folding that river? i feel my hand is very under-repped and he could he could be doing this with some Qx, trying to push me off FDs, JJ, AQs, KQs etc

Don't fold. I would go for 3 streets here.

I'm a noob, so just gonna kind of think out loud.
What's he calling from the cut-off vs. BB 3-bet? KJ, KQ, QJ, J10, AJ, AQ, A10, K10, 55 - TT? I think he would 4- bet JJ+ and AK, possibly AQ as well? He also might have a somewhat lower suited connector like 89 or 9T, but definitely possibly he would fold that.
Looking at the flop, after you check back, what is he going to C-bet with? Possibly any of the under-pairs, probably any of the hands with a Q, and possibly a Spade flush-draw. He also might just be firing back with air after seeing you not C-Bet. Is he doing it with JT though? Probably not unless it is JsTs, or at the very least one spade, giving him backdoor flush and a 3-straight.
However, when he then bets turn, it doesn't seem like he has air and is just bluffing. So what will he C-bet again with? Probably every Q in that range, I'm not really worried about QQ because he probably would have 4-bet, but a set of 3's, 7's, and even 8's is a possibility. I think he would also continue betting a spade flush draw.
So what are the possibilities on the river? He would definitely go 3 streets with a set. He might have a busted flush draw and is now trying to push you off. I feel like if he had QT / KQ / AQ that he would just check back since he is in position, but it's possible. It's also possible he has JT and bet again on the turn after picking up the gut shot.
I really don't know what you should do lol. When I think it all out, it seems like you probably aren't good. However, at 10 NL, I've seen people do stupider things than bet three streets with just a Q in this spot. I feel like you're good maybe half the time (vs. Qx, busted flush draws) and fked the other half of the time (sets, JT, under pair). I would probably call in the moment and I've seen enough people at low stakes do stupider things that would warrant a call.
