You are calling 4.95 to win 14.25 so you need:
4.95/(4.95+14.25)=26% equity to call.
It's not unusual to see a passive player slowplay a set on a wet board, so you can't just rule them out, although he should be raising the flop or turn at least some of the time. You're also not going to see a player like this bluff all that often.
Even with a pretty pessimistic range though, we get these results:

I've given him all of the QQ, 77, 66, 44, AQ, A7 combos and a few random bluffs and we still have 25% equity.
The bluff combos account for times when he spazzes w/ Ax and gets his money in bad. If we also consider that at least some of the set/2-pair combos aren't going to get to this spot b/c he raises at some point, I think we can call here.
