What is my river line here, I assume he limped with either queen king or low suited connecter with 2 hearts, can I call this thinking he has a set???
I cant see him re raising a set, can he?

Some stats on villain would be helpful. If villain is semi-competent he's raising a set before the river and he isn't raising that river without a flush.

Without any stats, I would expect villain to semi-bluff on the flop with two hearts. He might think he can win the pot right there, but he doesn't bet.

He could be slow with KQ though too.

OP is thinking along the right lines. Without any stats at I'm going to assume this player is the standard loose/passive 5NL player, credit his river raise for a flush, and fold.
