Im going to say call.

8's are going to raise the turn sometimes, 3's are rarely getting to the river (though they might), and the flush draw missed. If he's a maniac (and he is sometimes), he's bluffing this board.

Its a thin call though, and if you had say 5 hands of him just limping or folding and not min 3betting or something instead of no reads you could pretty safely lay it down.
