Tough spot. I think calling or folding are fine. He seems to be the type who could be doing this with a naked diamond draw, or something stupid like A9 who decided to bluff the river.

You have to be good about 35% of the time to call here. Unless you have seen him bluff on boards like this before, I think you should fold and take his money later.

I think it's more likely (probably well over 65%) that he has something stupid with a 7 and hit a straight or two stupid pair (something like 59s that nobody, especially a fish) should play UTG) that he hit on the flop and is slow-playing because he's a fish. I'd fold unless he bluffs like this a lot, but most fish I run into in microlimits don't do stuff like that.
